The first to say this was Al-Nabigha, who said:
"I will not keep a brother whom I do not blame for his dishevelment." Which man is truly refined?

This meaning is reflected in English proverbs and expressions such as:
Nobody's perfect.
And closer to it in literary meaning is:
To err is human.
So, Al-Nabigha's saying, "Which man is perfect?" means: Who is free from all faults? No human being is perfect in character or without flaws.
