أي: الأحمق أو الجاهل الذي يتصرف بطيش وخشونة يمكن كفُّه وضبطه باللين والرفق، لا بمواجهته بمثل شدته.
وأقرب مقابل إنجليزي:

«بالعسل تصيد ذبابًا أكثر مما تصيده بالخل.»
